Maintenance Mechanic Department of Veteran Affairs - Carrollton, GA 30112


 The Atlanta VAMC is currently recruiting for a Maintenance Mechanics for the Trinka Davis CBOC located in Carrollton, Georgia. As a Journeyman of the Station Level Project Team, the Maintenance Mechanics will perform a wide range of duties in the Carpentry, Masonry, Painting, Plumbing and Electrical Trades. Mechanical Systems: Incumbent will be responsible for operation, preventive maintenance, and repair on a variety of mechanical systems including HVAC systems, steam, plumbing, sewer, medical air, medical vacuum, and oxygen. HVAC systems will include water-cooled and air-cooled chillers, piping, air handling units, fan coil units, pumps, valves, pneumatic and DDC controls, thermostats, and other system components. Incumbent will change HVAC filters throughout the station based on a preventive maintenance schedule. Steam system maintenance will include convectors, valves, piping, steam traps, pumps, and other components of the steam distribution systems. Plumbing repairs will include piping and all connected fixtures.

Electrical Systems: Incumbent will be initial responder to electrical calls on evenings and weekends. Incumbent will be responsible for electrical maintenance including troubleshooting and repair of electrical components and controls on HVAC systems. Incumbent will make electrical repairs including reset of breakers to restore power, and minor repairs to lights, receptacles, and other electrical equipment. Repairs that require additional journeyman level repair will be referred to the Electric Shop.

Building Maintenance: Incumbent will be initial responder to work requests involving building maintenance to walls, floors, ceilings, doors, etc. on evenings and weekends. Incumbent will make emergency repairs as necessary. All major repairs will be referred to the Building Maintenance Shop.

HVAC Work: Incumbent must have knowledge and skills necessary to operate, install, and maintain commercial HVAC systems and all associated components including water cooled chillers, air cooled chillers, air handling units, fan coil units, VAVs, pumps, valves, piping, humidifiers, dehumidifiers, controls, etc. serving all areas of the medical center including patient care areas, Operating Room, ICU, Lab, computer room, and other critical areas. Incumbent must be able to troubleshoot and repair all components of HVAC systems. Incumbent will use pneumatic and electronic DDC controls to operate various systems. Incumbent will operate and maintain chilled water and steam components for each system. Incumbent must have knowledge and skills necessary to operate and maintain steam heating systems including piping, convectors, steam traps, heat exchangers, condensate pumps, etc. Incumbent must have knowledge and skills necessary to select proper filters for each application when changing HVAC filters. Incumbent must have EPA certification to handle refrigerants when making repairs to HVAC units.

Plumbing Work: Incumbent must have knowledge and skills to perform the full range of plumbing tasks including estimating material requirements; obtaining materials from stock or ordering parts as necessary to complete repairs including pipe, fittings, and fixtures in the sizes, types, or lengths needed; locating and marking spots for openings through which pipes are to pass or in which equipment will be installed; threading and pipe bending operations; determining and marking guide lines; placing and connecting air, natural gas, sewage, and water piping and fixtures. Incumbent will install and repair all types of water and sewer lines, hydrants, water mains, water closets, lavatories, showers, sinks, etc.; clear difficult stoppages in drainpipes; perform assembly of pipe sections and hanging or laying of assemblies into position; test joints and piping for leaks; install and repair valves; inspect and test piping after completing repairs, alterations, or additions; periodically checks piping, fittings and fixtures for defective parts or connections. Incumbent uses shop mathematics to interpret and apply building plans and blueprints and lay out such things as angles, arc and circles. Skill in the use of any of the accepted trade methods and techniques and in the use of tools and equipment.

Electrical Work: Incumbent must have knowledge and skills necessary to perform electrical maintenance duties including repair and replacement of lights, switches, and receptacles. Incumbent will trace and identify circuits and reset tripped breakers as necessary to restore power. Incumbent will make electrical repairs to HVAC equipment and controls. Equipment and circuits will range from low voltage control circuits to 480 volts.

Building Maintenance: Incumbent must have knowledge of construction and maintenance of building systems including walls, floors, ceilings, windows, doors, etc. Incumbent will assess damage to building systems, determine repairs necessary, select proper materials, and complete repairs.

Qualifications & Evaluations

Your background must demonstrate experience at the Journeyman level planning and performing work in all phases of the maintenance mechanic trade.

PHYSICAL EFFORT: Must pass a pre-employment physical examination as required by VA Handbook 5019. This examination is administered by VA Occupational Health. Applicant must be able to do the work of this position. Work requires considerable standing, stooping and bending, working on ladders, platforms, rooftops and scaffolds which may require the incumbent to work in cramped or awkward positions. When at a job site, strenuous physical exertion is sometimes required when handling heavy and bulky materials. May be required to use manual or portable power tools for extended periods in uncomfortable positions. May be required to lift and carry items weighing up to 50 pounds unassisted and occasionally lift or move heavier items with assistance of lifting devices or other workers. As a mason the incumbent may frequently be required to perform heavy lifting up to 90 pounds.

WORKING CONDITIONS: The work is done inside and outside, and is usually dirty, dusty, and greasy. The maintenance mechanic is sometimes required to make installations and repairs in areas where bad smelling fumes are present. There is frequent exposure to the possibility of uncomfortable heat conditions. The maintenance mechanic is frequently exposed to the possibility of strains, cuts, scrapes, bruises, burns, and infections. They are occasionally exposed to the possibility of broken bones.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work at the Journeyman level for this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume or OF-612. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C ( www.opm.gov/qualifications/x-118c ).

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is: Are you able to perform maintenance, repair, troubleshooting, and inspection on the Ground Source HVAC and Electrical systems at the Journeyman level.

JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements at the Journeyman level: 1. Knowledge of electronics, (Heating, Ventilating, and Air conditioning)HVAC theory and mechanics including digital electronics, commercial HVAC Systems..

2. Knowledge of operation and installation of a variety of complete electrical systems and equipment.

3. Ability to use and maintain a variety of tools and equipment..

4. Ability to communicate by reading and interpreting information.
